Khalikulova Shirin Utkirovna was born on July 30, 1998, in the Bekabad district of the Tashkent region. Currently, she is a student of the BKT (BHA) -70 group, the Faculty of Accounting and Auditing of the Tashkent Financial Institute.

In the course of her research, Khalikulova Shirin Utkirovna wrote 1 monograph, 16 scientific articles, 21 scientific dissertations, and received 2 patents. Winner of 1st place in the "Best Idea" nomination in the competition held within the framework of the scientific and practical conference "Problems of development and digitalization of insurance activities in Uzbekistan in 2020". She is a participant in the fundamental grant OT-F1-050 "Fundamentals of increasing competitiveness through the modernization of key sectors of the economy" for 2017-2020, which will be implemented at the Institute within the framework of state scientific and technical programs. In 2018, the non-governmental educational institution "Account audit training" awarded with a certificate of completion of the accounting course. In 2018, the Youth Union of Uzbekistan awarded her with a certificate for participation in the Republican training seminar for members of regional councils of leaders, which was held on November 10-13. In 2017, she received an international IELTS certificate. She is a holder of a software patent for the development of a special tax regime to encourage investment in free economic zones and small industrial zones. She was awarded with a diploma for her active participation in the Andijan International Student Forum, held in 2019 on the occasion of International Students Day.
